This page is being rewritten. It goes clear when it's ready.
Published and running. The 2027 H1 strategy gets written in December from the H2 retro readouts; until then, this page carries H2 only.
Each market is staged on two axes: market position (brand strength, penetration) x monetization readiness (paid infrastructure, willingness to pay). The stage and each market's single strategic choice are durable direction (12 to 18 months); bets and metrics are strictly H2 2026 and feed the December gates below.
| Stage | Markets | The job at this stage |
|---|---|---|
| shield Defend & Monetize | 🇹🇼Taiwan | Defend the default position, fight commoditization, monetize trust |
| trending_up Scale | 🇹🇭Thailand · 🇵🇭Philippines | Turn momentum into daily habit and a reporting base |
| foundation Build Foothold | 🇲🇾Malaysia · 🇭🇰Hong Kong | Win focused segment battles, watch for the escalation trigger |
| payments Monetize | 🇯🇵Japan | A small base that is willing to pay: work conversion and renewal, not install volume |
| visibility Monitor & Seed | 🇰🇷South Korea · 🇧🇷Brazil | Maintain at low cost, act only when a trigger fires |
Marker rules: [TBD] = data needed · [need verify] = unconfirmed number · guess = evidenced strategic inference (with confidence, confirmed or killed by the daily competitor scan).
Pick a market and everything below switches to that market's strategy. The three primaries (Taiwan, Thailand, the Philippines) and Japan use the full template; the other four stay deliberately compact: portfolio role, single choice, competitor note, escalation trigger.
Where we stand: home market, one of five MODA scam-alert partners, paid is live; also the market where commoditization bites hardest: the identification layer is becoming free infrastructure. Numbers: H2 install target 2.4M; iOS monthly report rate 3.6% → 16% path; MAU, Premium subscribers, 65+ share [TBD].
What winning looks like: when identification is free everywhere, Whoscall is still what people in Taiwan open and act with when a call or text feels wrong; Premium grows on completeness. Target segments: scam-anxious 50 to 65+ and their caregiver children; Premium buyers = completeness seekers.
Message direction (draft, to test): "The name is where it starts. What happens next is Whoscall." Premium argument = protection that acts for you: automatic URL and SMS checking, offline database, priority updates, ad-free. Free tells you; Premium acts for you. (Tier and price structure stay with squads + Finance.)
| Competitor | Their strategy (as we read it) | Confidence | Implication |
|---|---|---|---|
| TWM 反詐戰警 | guess Carrier bundling: use the billing relationship to make protection a telecom add-on (NT$30/90 tiers, 65+ lifetime free, 6-month promos). | High | They own billing convenience; we win on capability and cross-carrier neutrality. |
| Trend 防詐達人 | guess Free-entry funnel into the security suite: free anti-scam feeds NT$890/yr for 1 device, NT$1,490/yr for a 3-device family plan carrying the family alert circle, and PC-cillin bundles, differentiated with deepfake detection (confirmed on their official product page 2026-09-07). | High | AI-threat detection is a capability gap our narrative must answer. |
| OS-native (Apple / Google) | guess Absorb the friction layer for free: iOS 26 Call Screening answers unknown calls but explicitly does not judge scam risk [need verify]. | Med | The seam is judgment + action: exactly our chosen ground. |
Context: the MODA feed makes URL warnings policy-level parity across five partners (us included). Use it as proof, never as differentiation.
| H2 bet | Serves | Metric / gate signal |
|---|---|---|
| Personal Caller ID launch (Sep window) = the past-the-name flagship: your report becomes your personal caller ID | O1 · O2 | Enable rate, report-rate lift → the report/accumulation gate |
| Premium message test: "acts for you" framing vs current | O2 | Trial-to-paid 38% → 50% → the Make Premium Visible gate |
| Trust proof content: MODA partnership + 10-year brand as the evidence layer under the new argument | O1 | Education CTR, returning rate |
Risks: deeper carrier bundling (TWM); Trend's deepfake narrative; iOS 26 absorbing the friction layer; the MODA feed flattening differentiation further. All tracked by the daily competitor scan.
Where we stand: the hottest scam-news cycles of any market, installs spike on events then decay; Truecaller present but not dominant. Numbers: H2 install target 3.3M; iOS monthly report rate 3.8% → 16% path; spike-cohort W1/W4 retention [TBD]. On the ground (Thailand sync deck, 9/1): the hero campaign "A Voice from the Real Calls" (8/6 to 10/31) reframes from fear to "don't miss the calls that matter", pulling the same direction as this page's choice; GPF partnership signs 9/17 (1.5M members, 1.5M Premium codes); 2024 scam losses 80B baht and 60% of Thais refuse all unknown calls [need verify].
What winning looks like: Whoscall stops being an install-after-the-scare app and becomes a daily habit; report rate reaches target, spike-cohort retention clearly beats baseline. Target segments: scam-event-driven installers, heavy call receivers (online sellers, gig workers). Message direction (draft, to test): "Every report protects the next person." Localization runs through the multi-market message house.
| Competitor | Their strategy (as we read it) | Confidence | Implication |
|---|---|---|---|
| Truecaller | guess Shift from identification scale to the "is this call safe" AI layer (CEO: caller ID is a 2010 solution), with free family plans to own the household (evidence: their own 2025-09-04 release replaces the name on the call screen with AI contextual insights, including a summary of community comments). | High | Don't fight on name display; fight on local scam intelligence and habit. |
| Carriers (AIS / True) | guess Follow the Hiya carrier template: network-level protection as a paid add-on, nothing to download (evidence: Hiya's Vodafone/DNA/Telenor/Bouygues run). | Med | Build the habit-and-reports moat before network-level protection lands. |
| Government (AOC 1441 etc.) | Context: crackdowns and hotlines raise category salience: fuel for moment marketing, not a competitor. | – | Every big case = a 48-hour content window. |
| H2 bet | Serves | Metric / gate signal |
|---|---|---|
| Moment playbook: a 48-hour scam-event response kit that lands news spikes into activation and a D7 report prompt | Installs · O1 | Spike-cohort W1 retention vs baseline [TBD] |
| Report habit campaign: "every report protects the next person" | O1 | Monthly report rate 3.8% → 16% trajectory → the report/accumulation gate |
| VBN Thailand support: ads landing page content (articles + translation, already committed) | O3 | → the VBN scalability gate |
Monetization role: seed O2 + VBN's first ads market. Risks: carrier network-level protection landing; Truecaller's family/AI push; scam fatigue blunting moment marketing.
Where we stand: the highest report rate of the three primaries (6.7%), and the scam pain skews to SMS and e-wallet phishing: the battleground is the text, not the call. Numbers: H2 install target 4.3M (largest of the three); iOS monthly report rate 6.7% → 16% path; SMS Assistant and URL-check usage [TBD].
What winning looks like: in the Philippines, "check the scam text" becomes synonymous with Whoscall; the report community keeps compounding. Target segments: e-wallet users, online shoppers / COD buyers. Message direction (draft, to test): "Check the text before you tap."
| Competitor | Their strategy (as we read it) | Confidence | Implication |
|---|---|---|---|
| Truecaller | guess Global call-centric play + ads monetization in emerging markets; the Philippines is not visibly a priority market for them. | Med | The text-scam story has no owner yet: take it. |
| Google (Phone / Messages) | guess Absorb the baseline for free in defaults: Phone fake-call alerts, Messages spam filtering. | Med | Differentiate on scam-specific intelligence and action, not filtering. |
| Telcos (Globe / Smart) | guess Mass network-side blocking as compliance and PR in the SIM-registration era. | Low | They block volume; we judge the one that gets through. |
| H2 bet | Serves | Metric / gate signal |
|---|---|---|
| Text-first messaging: SMS Assistant + Web Checker lead the Philippines story | O1 | SMS/URL feature usage [TBD baseline] |
| Install acceleration (existing play 5, 4.3M): creative angle shifts to text scams | Installs | Installs + W1 guardrail → the Philippines install gate |
| Report community: keep the 6.7% → 16% path with community framing | O1 | Monthly report rate trajectory |
Monetization role: ads-led O1 scale for now; Premium argument secondary [TBD: confirm with Premium squad]. Risks: Google defaults absorbing the baseline; e-wallet apps building in-app protection; price sensitivity capping O2.
| Item | How we read it |
|---|---|
| Competitor note | Truecaller entrenched on Android [need verify]; guess play = scale + ads. |
| Escalation trigger | Report-rate/MAU threshold [TBD], or a government anti-scam push |
Secondary markets are deliberately compact: no H2 bet table and no message-test plan. They graduate to the full template only when the trigger fires.
| Item | How we read it |
|---|---|
| Competitor note | Local blocking apps and carrier services [verify roster]. |
| Escalation trigger | A government or bank anti-fraud partnership opening |
Secondary markets are deliberately compact: no H2 bet table and no message-test plan. They graduate to the full template only when the trigger fires.
Where we stand: a small base that pays. Japan carries no H2 install target and no ads-led scale ambition, so it is the one market whose entire job is O2. It is also the one market where the seam the other three rely on is already closed: Google's on-device Scam Detection judges live call content in Japan on Pixel 9 and later, while Taiwan, Thailand and the Philippines are absent from that eligibility list [need verify]. Numbers: Premium subscribers, ARPU, renewal rate, paid share of users and MAU are all [TBD], so the direction is set but the market is not yet sized.
What winning looks like: the paid base grows and renews on its own economics with no acquisition budget behind it, and Japan's conversion and renewal numbers become the portfolio's proof that completeness monetizes. Target segments: subscribers approaching renewal, and free users who already check calls often, the group with the shortest distance to paying [TBD: confirm that segment exists at size once the base numbers land].
Message direction (draft, to test): "The protection worth paying for." The argument is not more features, it is quality and coverage: what a carrier add-on and an OS toggle each leave uncovered, Whoscall covers in one place. The renewal moment gets its own line: show the year of protection before the charge, not after.
| Competitor | Their strategy (as we read it) | Confidence | Implication |
|---|---|---|---|
| Carriers (docomo / au / SoftBank) | guess Protection as a retention tool, not a product: bundled into the plan and distributed through the carrier's own channel, which sets the price anchor for the whole category. | Med | We don't fight for the category, we sell depth to the people who already chose us; we price against a bundle, not against another app. |
| OS-native (Google) | Confirmed, not a guess: Google's official Phone app support page lists Japan in the Scam Detection eligibility list, Pixel 9 and later, opt-in and processed entirely on device. The page is undated and lists Pixel only, so timing and the Galaxy S26 / vivo spread carry [need verify]. | High | The "OS answers, we judge" seam does not exist here. Premium has to rest on what an on-device call check does not do: SMS and URLs, the accumulated database, offline and priority updates, and coverage across every carrier. |
| Truecaller | guess Not visibly working Japan: a carrier-channel market with a high language and trust bar is a poor fit for their ads-led emerging-market motion. | Low | Our competition here is a bundle and an operating system, not another caller ID app. |
Context: this is the only market on this page where OS-native already judges scam risk instead of absorbing the friction. Filed by the global competitor scan on 2026-08-29 and carried here so the Japanese argument never borrows a seam it doesn't have.
| H2 bet | Serves | Metric / gate signal |
|---|---|---|
| Run "Make Premium Visible" in Japan first (existing play 3): the +5% conversion signal reads cleanest where willingness to pay is highest | O2 | Trial-to-paid lift → the Make Premium Visible gate |
| Pre-renewal value recap in Japanese: what the year of protection actually did, delivered before the charge | O2 | Renewal churn 20% → 10% → the same gate |
| Localized value-for-money argument against the carrier bundle and the OS toggle: what Premium covers that neither of them does | O2 | Trial-to-paid by acquisition source [TBD baseline] |
Monetization role: O2 only. Japan carries no install target and no ads-led O1 line, so every bet here points at conversion and renewal; sizing waits on Premium subscribers, ARPU and renewal rate [TBD]. Risks: Google's on-device scam judgment has already shipped here, which narrows the argument the other markets lean on; carrier bundles anchor the price below a standalone subscription; and on a base this small a +5% conversion lift may not clear the noise, so the gate signal itself may not be readable until we know the subscriber count [TBD]. With no acquisition spend, the base holds only while churn stays under organic growth.
| Item | How we read it |
|---|---|
| Competitor note | A default-position fight, not a feature fight. |
| Escalation trigger | Default-position displacement (unlikely) |
Secondary markets are deliberately compact: no H2 bet table and no message-test plan. They graduate to the full template only when the trigger fires.
| Item | How we read it |
|---|---|
| Competitor note | CallApp ID+ already identifies inside WhatsApp/Telegram [need verify]; the scam conversation lives on WhatsApp. |
| Escalation trigger | In-chat identification shipping is the step from the outside ring into the conversation itself, and Brazil becomes the first test market |
Secondary markets are deliberately compact: no H2 bet table and no message-test plan. They graduate to the full template only when the trigger fires.
| Market | Numbers needed | Owner |
|---|---|---|
| All markets | MAU/DAU, installs vs H2 target, D30 retention, actual monthly report rate | [TBD] |
| Taiwan | Premium subs and trial-to-paid by market, 65+ user share, PCID enable rate (post-launch) | [TBD] |
| Thailand | Spike-cohort W1/W4 retention vs baseline | [TBD] |
| Philippines | SMS Assistant and Web Checker usage baselines | [TBD] |
| Japan | Premium subscribers, ARPU, renewal rate, paid share of users (this sizes the monetization play) | [TBD] |
| Other secondaries | MAU and organic installs (to judge escalation triggers) | [TBD] |
2027 H1's shape isn't invented; it's decided by four H2 experiments. Validate first, then scale.
| H2 experiment | If it holds → 2027 H1 | If it fails → 2027 H1 |
|---|---|---|
| Report / accumulation → retention causality | "Powered by all of us" becomes the lead narrative in all markets; My Tag graduates from experiment to core message | Fall back to the core call-experience story; demote accumulation, shift effort to iOS activation & Premium |
| Make Premium Visible (+5% conversion) | Productize it: personalized protection recap becomes always-on; pre-renewal value recap goes to all markets | Stopped within a month (squad rule); test different value-perception shapes |
| VBN scalability (→10,833 numbers) | Vertical playbooks (delivery / collections / service / sales) + case-study library at scale; deepen Taiwan and Thailand | Revenue line re-evaluated, PMM support drops to maintenance |
| Philippines install push + W1 guardrail | The Philippines pivots from acquisition story to activation/retention story (quality takes over from volume) | Revisit the content-center thesis; back to MKT/BD channel basics |
Cadence: weekly triage · monthly retro · bi-weekly cross-functional standup + the bi-weekly product update. The 2027 H1 strategy gets written in December 2026 from the retro readouts.
The two sections below are the company-level H2 backbone: the published strategy in brief, and the eight execution priorities. Market-level content lives above.
Master positioning: Whoscall = the best call experience, know who's calling, why, and whether it's worth answering. PMM shifts from ad hoc launch support to a disciplined growth-and-trust function pointed at the OKR: O1 call value (engagement/retention), O2 subscription retention, O3 VBN enterprise line, + installs (Growth).
| # | H2 GTM play | Serves | Key numbers |
|---|---|---|---|
| 1 | iOS activation & monthly return | O1 | D1 setup 70% · DB ≤14d 50% · monthly 3+ interactions 35% (new-cohort retention ~30%) |
| 2 | Report & personal-accumulation adoption | O1 | iOS monthly report →16%; accumulation causal experiments (the My Tag hypothesis) running |
| 3 | Premium trial→paid & renewal | O2 | Trial-to-paid 38%→50% · renewal churn 20%→10% · "Make Premium Visible" experiment |
| 4 | VBN enterprise storytelling | O3 | Paid numbers 6,100→10,833 · NRR 60–65% · CED engagement 5% |
| 5 | Philippines install acceleration | Installs | H2 gap ~10M (Taiwan 2.4M · Thailand 3.3M · Philippines 4.3M) + W1 retention guardrail |
Full version: the Confluence "Whoscall H2 2026 PMM Strategy." Systems built in parallel: launch framework, localization kits, AI-assisted workflows.
Revised 2026-09-01 (Jason): PMM does not run an intake queue. We are the hub: we go and gather what is scattered, package it so other people can use it, and explain the function clearly enough that every department knows how to work with us.
| # | Priority | Serves | Key metrics | Timing |
|---|---|---|---|---|
| 1 | Run the hub: gather, verify, package (sources → feature and campaign packages → launch support) | All | Every priority launch has a live package; sources checked daily; nothing ships unsourced | Q3 |
| 2 | Publish the function: one workflow every department can follow | All | Product, marketing, CS, BD and design all know where things go and what comes back; fewer ad-hoc asks | Q3 |
| 3 | Consumer feature value comms (report, accumulation, iOS activation) | O1 | Activation, onboarding completion, education CTR | Q3 → Q4 |
| 4 | Premium value comms (trial Aha + pre-renewal visibility) | O2 | Trial-to-paid, renewal-comms performance | Q3 → Q4 |
| 5 | Retention & engagement narratives (Scam Alert, Mission, education) | O1 | Monthly active participants, returning rate, push open rate | Q3 → Q4 |
| 6 | VBN storytelling + sales enablement | O3 | Pipeline support, CED engagement, C-end sentiment guardrail | Q3 → Q4 |
| 7 | Localization message house + market kits | Installs | Localization turnaround, reusable kits, content-driven installs | Q3 |
| 8 | AI-assisted PMM workflows (copy, briefs, QA) | All | Workflow adoption, production speed, QA pass rate | Q3 |
